The cutoff frequency (−3 dB) separates the passband and stopband of a filter. For the RC network, fg = 1/(2π·R·C) applies; for the RL network, fg = R/(2π·L). The time constant τ = R·C or L/R describes the transient response. The tap point determines whether it is a low-pass or high-pass filter.
